For all his flaws -- none of which he intends to let Ruby see, of course, and very few of which he admits to himself -- Andrew is always on time, and it's precisely eight o'clock when he knocks at her door. While he hasn't met her in person, their conversations via the network have been interesting, and she intrigues him, partially because she's from close enough to his time to be relatable, and partially because she's an attractive woman. He's damnably predictable in that way.
When she sees him, her fears of being overdressed will, hopefully, evaporate. He'd only arrived with one suit, but he'd acquired several more over the course of his months in the City, and the nicest one, which he's wearing tonight, is reserved for this sort of occasion.
