There was far less danger of getting caught here, too. While the City technically had a police force, technically had authority figures, he'd never run afoul of them, and he didn't expect to anytime soon. They were busy dealing with more important things, and their control was relatively lax. He liked it that way. That was, of course, no reason to be sloppy, but it made things a little easier to deal with.
