His idea of a romantic night involves him talking about himself, him describing his previous sexual conquests, him showing off his Ham-Jet (yeah, really), and, the icing on the not-so-romantic cake, him demonstrating the various mood-lighting options in his bedroom. Dean's practically Casanova by comparison.

Penny takes this as an invitation to stand ever-so-slightly (Dean is tall) and kiss him. It's not an earth-shattering kiss or mind-blowingly passionate, but it's sincere.
