Two mashed together revolutions have just broken out in the City tonight. There's yelling, and violence, and fires, and a march on important City buildings. It's not particularly organised. Everyone seems to just be acting as loud and noisy as possible.

One question remains: are you hiding from the riot, or are you a part of it?

[Hei's correct, in that when he's working personally, Luke can't resist watching, not to mention that it helps. He's in one of the buildings that has flames bursting up in it, actually, his eyes raking slowly and lovingly over the buildings around Korra, fire bursting up in his wake. He's straining a bit, though, with all the water working against him. If he must, he'll make the water boil.

He might be getting a little carried away. What did he start doing this for? He doesn't recall. The point is, he has to WIN.]

[ Hei lets Korra douse the wildfire below. His focus is on narrowing out the flame-wielder's position. Someone that invested in a tug-of-war wouldn't play passive, but try to create further catastrophe. Hei isn't interested in stopping them so much as determining their identity. Outside of a blanket interest in Korra's well-being, damage-control isn't his purview. ]

[ But reconnaissance is. ]

[ He slinks from his perch to a higher platform, well-hidden, but keeping his eyes peeled. He has a colorful history with preternatural enemies and self-styled godlings who thrive on chaos. If this mysterious player is anything similar, he'll want to finish the game he started. ]

[ Petty or portentous, it's all about winning in the end, isn't it? ]

[Korra wants to know where the flame-wielder is too, so she can punch him in the face. But with her attention focused on putting out the fires, it's hard to look around at people.]

COME OUT HERE, YOU COWARD!

[Not that that's ever worked, but it doesn't hurt to try. Besides which, she's pissed.]

[He already is facing her, and it's tiring enough, so Luke feels he's doing his part to engage. Not that calling him a coward has ever worked before. A coward gets to live. So what. He's focused on the fires anyway, his eyes glittering. His age has never been more difficult to pinpoint, as he's not paying mind to his body at all. He might be 23 one moment, 14 another, all the way up to 45.

He sets loose a shower of sparks, just to spite her.]

[ The scenery lights up in flares of yellow and orange as Luke appears. Hei recognizes him from the Network -- one of Serrure's friends, a shapeshifter and trickster. His fluctuating appearance isn't exactly discomfiting -- not with the physical anomalies he was familiar with from Amber. Teenager one moment, toddler the next, depending on how far she exhausted her ability. ]

[ He watches Luke unleash a spark-spray on Korra. He's confident enough in her reflexes to be assured she'll dodge it. He may be keeping an eye on her. But he's not her babysitter. ]

[ (Although part of him can't help but compare this scene to a battle of superpowered five-year-olds.) ]

[Korra redirects the sparks with a gust of air, following their source to a boy.

Man.

Teenager.

Huh?

She positions herself so she can bring back the water hose.]

Did you do this?

[The fires. The riots. Everything.]
