Characters; It's Ginny's birthday party and everybody Ginny knows was invited. Let's handwave that and just show up. BTW, IT'S BLACK TIE. PUT ON YOUR SUITS, BOYS.
Summary; There's no legal drinking age in the City, but who says we can't party like there was one anyway?

This party was four years coming. The restaurant has set aside a large room just for this event and on short notice too. The food is plentiful and of various cuisines, with even a large selection of vegetarian options for those who prefer that. But of course, there is more alcohol than one has ever seen because Angela knows the people she invited and knows quite a few of them have liquor in their veins instead of blood. Rule of thumb: more liquid than solids every time.

Everything's set and ready for the birthday girl to make her appearance, so for the time being, Angela's flitting around the place dressed in more subdued colors than usual, choosing black because no one gets to stand out more than Ginny tonight, and socializing with the few guests that have shown up already.

Sadly, there are no strippers. Ginny nixed that one hard.

[ lucky for ginny, her phone is with chakotay, wherever he went off to, thus the birthday girl receives her undivided attention. kathryn even rises from her seat to give the young woman a hug. ]

Happy birthday, Ginny.

[She's pleasantly surprised by the hug and returns it warmly, letting it linger then leaning back to beam at her.]

Thank you. And thank you for coming! Chakotay said you would. You doing alright?

I see my-- [ first officer ] he's already been making his rounds.

[ she turns away from ginny for a moment, eyes scanning the crowd for the man in question. every bit the ex-maquis, he could fall into a crowd and disappear within it with relative ease, something she'd come to both envy and utilize when it came to carrying on unnoticed during away missions. he and tom both excelled at blending in like that. ]

It was no trouble at all, I'm glad to be here. [ she nods. truth be told, she hasn't been "alright" for a while, but that has nothing to do with being in the city at all. ] It's been a long time since I've been to a function like this without a bit more... ceremony attached to it.

Well, to be honest, it's loads fancier than I would've done. But I can't say I hate it. It's nice to get dressed up.

[Ginny's a casual, countryside girl at heart. Put her in Xanadu with fairy lights and lanterns and picnic tables of food and bare feet on grass for a dance floor and she'll be perfectly content. But she does love all this, looking terribly dolled up, it's far nicer than anything she's ever had and she'd have never thrown something like this for herself. Maybe for someone else. She's very lucky to have the friends she does, ones that care so much.]

Doesn't happen very often at home.

Every once in a while. [ she'll admit to that -- as long as it doesn't involve too-tight corsets and ridiculous black and white holonovels. never again, tom paris, never again. ]

It happens... not what I would call often, but frequently enough where I'm from, but there's hardly opportunity to dress down for them. [ as this is dressing down compared to full formal starfleet regalia. ]

I'm in school uniform most of the year back home. I think the nicest we ever had to look was during the Yule Ball when I was thirteen.

[She laughs.]

Are you calling this dressing down?

[directives]

I am. Being an officer in a peacekeeping armada usually requires one to wear a formal uniform to functions such as this. Dressing like a civilian while holding rank, especially my rank, is something that's frowned upon.

[hexuality]

Well, like I was telling Pavel, this place can be a bit of a holiday sometimes.

It's a lovely dress, by the way.
