It's Rapunzels birthday.

Rapunzel was one of several people in the City that Charlie thought was important. In fact, Charlie'd quite easily say Rapunzel was her best friend. When she heard Rapunzels' birthday was coming, Charlie wanted to do something about it so, after telling several of their friends about it, Charlie spent the last several days gathering what she needed for the party.
There was a cake which Charlie helped make. There was a table covered in other kinds of foods, too. Smaller cakes, candies, sandwiches, fruit and vegetable trays and several kinds of drinks. Some with alcohol and some without.
And this all took place in the rooftop garden of Charlie's apartment. Most of the vegetables and fruits are gone. (protip; they're on the table covered in food). This leaves several kinds of flowers decorating the place. And there were floating lanterns, unlit, set on a table. All of them had been made by various party-goers and Charlie and she'd left a few unfinished in case people wanted to work on those.
Tied to the corners of the table were a few lit lanterns that burned harmlessly. There were also strings of dragonfly lights strung around the area, some of which shift color very very slowly.

Still, she wasn't expecting a party. She threw her own party last year, and it was more for the city as a whole than it was for her. So she's a bit surprised when she's herded over to Charlie's that night...
And that surprise just grows, and her eyes widen as she see's what her friend has done for her.]

Post-Party Clean-up (AKA charlie is worn out and sitting on a lawnchair)
She'd cleaned up most of what she could and then decided to find the nearest lawn chair on the roof to settle on, watching the remaining lanterns float above the tables they were tied to.

And he looked pretty damn content as he did, letting out a soft sigh. It was much more fun to the cleaning after a party than Arthur.

"I hope so," she said with a slightly tired sigh. "I think Rapunzel liked it."
